[A demon. Cam's never dealt with one directly, but he's read case files. The MIA keeps an eye out, especially on those in power, who are at greater risk for demonic possession than most, and are in the position to inflict the most damage under demonic influence.
There's little information regarding possession in the general populace. With most ending in suicide or acts of violence, it's nearly impossible to weed out the mentally ill from the demon-touched. Jeff's explanation paints a picture he'd never imagined.
